Hideki Tōjō was the 40th Prime Minister of Japan. He believed in preventive actions against the United States during World War II and was largely responsible for the December 7, 1941, attack on Pearl Harbor. Tōjō was sentenced to death by the International Military Tribunal for the Far East after the war was over.
